HHNA Board Meeting:  March 9th  - 7:00 p.m.  (Home of Heidi Rous)
Hello HHNA Neighbors:

As you may know, T-Mobile proposes to install a 56 foot tall fake palm tree cell tower at St. Elizabeth's church.  (Attach are
photo simulations that depict the site with the proposed cell tower.)   The proposed cell tower will be visible from some portions
of our neighborhood.  I am writing to ask HHNA to consider submitting a letter to the Regional Planning Commission opposing
the proposed cell tower.  Alternatively, you may wish to express your opposition individually.

St. Elizabeth, built in 1924, was designed by noted architech Wallace Neff.  (In the past year, an exhibit regarding Wallace Neff
architecture was at the Huntington Library.)  In fact, it is the only church designed by Mr. Neff.   The proposed cell tower is
opposed by the Altadena Town Council, Altadena Heritage Society, the 90+ year old son of Wallace Neff, hundreds of local
residents, businesses, members of St. Elizabeth's church and school community.

Despite the opposition, the Regional Planning Commission seems poised to approve the permit. The Regional Planning
Commission may consider only the aesthetic impact and negative impact on the community.  Grounds for opposition include
that the proposed site is historically significant, is surrounded by historically significant neighborhoods (including HH) and
homes, will adversely affect the property values of at least the properties immediately adjacent, and will adversely affect the
peace and tranquility of the church.  Also, the excavation to install the proposed cell tower is within the drip line of an old live
oak tree.  (The RPC cannot consider potential adverse health effects.)

Letters may be sent to Hearing Officer, 320 W. Temple St., Los Angeles, CA 90012, Attn.: Anne Russett, and should
reference Project No. R2006-02294-(5), Conditional Use Permit No. 200600216-(5) & Oak Tree Permit No.
200800038-(5).

Also, you may call L.A. County Planner Anne Russett at (213) 974-6435. The public hearing on the conditional use
permit is set for Wednesday December 3rd at 9:00 am at the Hall of Records 320 W. Temple St., Room 150, Los
Angeles, CA 90012.  Doors open at 8:50 am.  For a free chartered bus ride to the hearing, email
stopthecelltower@gmail.com to reserve a space.
The Draft Bicycle Master Plan will be reviewed at a public workshop on
Tuesday, Feb. 23rd, 6:30 p.m. at City Hall.   Please take the time to look at what
is being proposed.  Changes are suggested for Sierra Bonita, Wilson and
Mountain to name a few of the streets.   The following press release has
information on how to view the plan.

DRAFT PLAN AIMS TO INCREASE BICYCLING IN PASADENA

With an eye towards increasing bicycling as a transportation mode for
commuting, shopping and recreation, the city of Pasadena has drafted a new
bicycle master plan, available now on the city’s website for public review.

The city’s Transportation Department and ad hoc Bicycle Master Plan Advisory
Committee spent 2009 assessing the community’s priorities and creating a
comprehensive plan to reflect the needs of local cyclists.

The new plan builds on the road and safety improvements implemented since
the 2000 Century of Bikes Plan was adopted.

Three public meetings were held last year, with the initial meeting broadcast on
KPAS TV throughout the year. A survey questionnaire was also circulated
through bicycle shops, community events, individuals and on the city’s website.

In essence, the draft plan aims to increase the proportion of people using bikes,
decrease the number of bicycle-involved crashes, make parking more secure
and convenient, and create a network of bikeways so that every neighborhood
is close to an effective route in the north-south and east-west directions.

A fourth workshop on Tuesday, Feb. 23, at 6:30 p.m. in Council Chambers will
help solicit public comments on the draft plan, which will be included in outreach
for the update of the General Plan’s Mobility Element.

Copies of the plan are also available at Pasadena Central Library and branch
libraries. For more information go to www.cityofpasadena.net/bikeplan
